Clock Hand Meetings
The hour and minute hands move at different speeds, so they do not meet exactly once per hour. Given hours, return how many times the hands overlap during that period. Counting starts at 0:00, but the initial overlap at the starting moment is not counted. Over 12 hours, the hands overlap 11 times.
